Himachal Pradesh Puts Every Government School Teacher on ‘The Teacher App’, Pairing Digital Profiles with an AI Skills Baseline and AI Samarth Courses

Himachal Pradesh’s Education Department has rolled out ‘The Teacher App’ with Bharti Airtel Foundation, directing every government school teacher and school head to build a digital profile and complete a baseline survey that will map digital and AI skill gaps and shape future training.

Himachal Pradesh is building a digital record of every teacher in its government schools, and using it to work out exactly what kind of technology and artificial intelligence (AI) training each one needs. The state’s Education Department has rolled out ‘The Teacher App’, developed by Bharti Airtel Foundation, and directed all government school teachers and heads of schools to register on it and complete a mandatory baseline survey.

The move follows a memorandum of understanding (MoU) signed between the Education Department and Bharti Airtel Foundation at Peterhof in Shimla on 22 October 2026, in the presence of the state’s Education Minister. Local reports on 31 October said the Directorate of School Education has asked deputy directors in every district to ensure that registration and the survey are completed.

How the app works for teachers

  • A digital profile for every teacher: teachers register with their mobile number, verify it by OTP, and add their name, designation, district, block and school, so that a teacher’s details are available in one place.
  • A baseline survey of digital and AI skills: after registering, teachers join the Himachal Pradesh channel on the app and fill in a baseline survey that assesses their comfort with digital resources, AI and modern teaching methods.
  • Structured AI courses: the app offers AI Samarth Level 1, AI Samarth Level 2 and an ‘AI Tools in Teaching’ kit, along with online assessments, webinars and teaching resources.
  • Free access: the app is free for teachers and available on the Google Play Store, with web and iOS versions offered by the foundation.

From one-size-fits-all training to needs-based training

The key shift is in how training will be planned. Instead of rolling out the same workshop for everyone, the department intends to use the survey data to design future training and capacity-building programmes around individual teachers’ gaps in digital skills and classroom use of AI. Hamirpur district’s nodal officer for the initiative, district science supervisor Rajesh Gautam, said the platform would help assess teachers’ digital proficiency, their use of modern technology and their training needs.

Details on what additional training will follow beyond the in-app courses, and how its impact will be measured, are yet to be spelled out.

Why it matters

Himachal Pradesh is not new to app-based teacher development. The state was an early adopter of digital teacher training through The Teacher App, an approach NITI Aayog has previously highlighted among state-level education reforms. According to Bharti Airtel Foundation, the app now carries foundational literacy and numeracy (FLN) courses, short videos and podcasts, and more than 45 AI-enabled teaching tools for K-12 teachers built in partnership with the CK-12 Foundation.

The renewed push comes as states across India race to bring AI into school curricula. That makes teacher readiness the deciding factor: a statewide map of where teachers stand on digital and AI skills could give Himachal Pradesh a sharper basis for spending its training budget than most states have today.
