Karnataka Chief Minister D.K. Shivakumar on 4 November 2026 announced that the state will integrate its fragmented skilling programmes into a single unified system, with an estimated investment of ₹5,000 crore to train 30 lakh beneficiaries over the next seven years, The Hindu reported. Speaking at the Bengaluru Skill Summit, he also launched Udyoga Sethu / Yuva Udyoga Setu, an AI-powered digital employment and skill portal under the Karnataka Skill Development Corporation (KSDC).
The move sits alongside other recent Karnataka skilling pushes, including the NIPUNA programme that trained 568 students in AI and coding and the plan to deploy trainers in 194 Atal Tinkering Labs. Together they point to a wider state effort to link classroom skills with jobs.
Why Karnataka is unifying skill development
The state produces over one lakh engineering graduates every year, yet many face underemployment or take low-paid entry-level roles. Bengaluru already hosts more than 550 Global Capability Centres (GCCs), with about 500 more targeted by 2029 and an estimated 3.5 lakh jobs expected to open. Mr. Shivakumar said traditional degrees are no longer the main recruitment filter and that practical capability now matters more, as in several international markets.
A new State Vision Group for skill development, chaired by Mindtree co-founder Subroto Bagchi, will guide specialised training in artificial intelligence, green energy, advanced manufacturing and digital services. About 65% of Karnataka’s population is under 35, which the government wants to convert into a demographic dividend rather than a job-market gap.
What Yuva Udyoga Setu will do
Yuva Udyoga Setu (also called Udyoga Sethu at launch) is an AI-powered, unified skill development and employment portal run by KSDC and the Department of Skill Development, Entrepreneurship and Livelihood. It is meant to match local job seekers with verified private-sector employers. Enterprises can register and post openings free of charge, and seekers can access programmes such as the Chief Minister’s Kaushalya Karnataka Yojane (CMKKY), along with specialised tracks including Nal Jal Mitra and training for prison inmates.
The portal sits in a longer state conversation about connecting campuses to careers, a theme covered earlier in our look at Karnataka’s integrated pathway for a future-ready workforce and at how the state is building its future workforce for the digital economy.
ITI MoUs and immediate job pledges
The summit also saw more than 40 Memorandums of Understanding involving local Industrial Training Institutes (ITIs). Officials said the MoUs would immediately secure over 10,000 jobs for regional youth under the Koushalya Karnataka Yojane framework, anchoring the expanded training regime in campus-to-employer pipelines rather than one-off courses.
